Strange VIN#

Need some help with what we thought was a 1964 PANHEAD, come to find everything but the motor and tranny is off a early model SHOVELHEAD. The VIN stamped on motor reads FLA3**64 and the crankcase # stamped on lower side reads 166-6788.
I am helping out family on identifying this bike for an estate sale, so any help would be greatly appreciated.

your belly numbers show that the motor is also an early shovel....others will chime in, but everything about the numbers on the VIN pad is incorrect. Someone has restamped it at some point. Good luck to you

Possible State VIN: FLA = Florida.

do you have a title for that bike with that VIN # on it?
or are you trying to get one?
these things happen, just because they aren't factory stamped numbers doesnt make it a bad bike or even a stolen bike.
there are a ton of variables as to what has happened.
I guess it depends on your overall goal or intentions with the bike

Titled or not, a felonized left case makes the entire machine a liability. Most, if not all States have statutes to allow not only confiscation of the vehicle, but everything else in the household associated with it, just like a meth lab.

The estate may do best to dispense with the left case, and sell the rest as an un-titled "rolling chassis", as most quality buyers will otherwise dismiss it all in light of the travesty.
By the strictest letter of the law in most States, the case must be surrendered.

Yes there is a NC title with the so called VIN number on it. Title number comes up clean when run in NC DMV system. I will relay all concerns and knowledge that everyone has given to the family. Thanks for all your help!
