Tire size

Can anybody tell me what the correct tire size is for a servicar rim which has the measurements 4.00" width and outer max diameter of 16". the distance of the flange to flange is 15".
According to the parts manual this is part 3901-40 and according to the service manual the tire size should be 5.00 x 16 but according to Dunlop I should fit a 4.00 x 15 from the measurements of the wheel.
Does any body know what the correct tire size should be and the measurements on the wheel?
