Good Deal for a '49 FL Panhead?

My wife and I were out driving Saturday and I saw a 1949 Panhead FL for sale in a yard. Stopped to take a look. Anyway, here are the specifics:

The owner built it over the last 8 years or so from several boxes of parts he had obtained from a friend. Owner has a 6 volt battery on order and will start and demo it for me next week.

Asking price is $7,000 but might take a little less.
Very nice professional paint job in black. Nice harley tank badges.
Fat Bob rear fender with chrome tall sissy bar.
Narrow front wheel/tire with narrow fender.
Engine rebuilt a couple of years ago and repainted.
Transmission rebuilt with new gears as well.
S&S oil pump.
New brake shoes and liners as well as new wheel bearings etc...
New custom leather seat in original configuration on spring post mount.
Straight pipes.

Mostly all vintage harley panhead parts such as telescoping forks, wheels, oil tank, gas tanks, Harley wishbone frame uncut in very nice condition.

Aftermarket parts would include handlebar switchs, engine cover on left side, air cleaner and the horn. Everything is super clean.
Owner has all receipts and some leftover part that he will throw in.

By looking at it it's a 9.5 out of 10. Very sharp and looks nicely done.Is it worth it? Any help would be appreciated.
Thought if I picked it up I could have some fun and either sell it in a couple years and make a few bucks, or keep it longer and repalce the nonstandard items with original Harley parts.

Sounds like a deal, what part of the world are you from?
I paid 6K for a '48 basket not long ago and still think I got
a deal. Florida here

That sounds like mabey it hasent been started yet ? Has he been riding it ? Its a good deal if it all works correctly---but good looks dont prove anything! Too often a bike like this can be a nightmare that could take another 8 years to straighten out !

No question about it. Give him $100.00 today to hold it for you till the battery comes in. If it runs its easily worth 7k. If not you could part it out on flee-bay and you will still make money. -Steve

Sounds like a very good deal. But a word of caution. Be very careful to check the title and the engine numbers. You said it has new left "engine cover" if that means the left half of the engine cases, the one with the motor number on it you need to be extra carefull and be sure the number stamped on the left case is the same as on the title. Just because some one is in possession of a bike dosent mean it is legally his.
