unburnt fuel in the pipe

hey all my pans seems like its running good but im getting alot of unburnt fuel out of the rear pipe? the rear cylinder seems like its always firing but? any ideas? my first thought is the exhuast valves not closing all the way??? thanks for the help

If you suspect valves, Is there compression while engine is cold? Hot?
First, listen well while pushing through compression with kicker. If no results,
Pump some air into the cylinder through the plug hole while engine is on TDC Compression stroke and listen for where the air escapes.
