Rigid rear fender

Hi Guys, I have a rigid rear fender on a 56 panhead that has some holes in it.I beleive 1 hole might be for a siren to drive on rear wheel the other I am not sure about.Can anyone help me out.I do have the correct fender to fit to the 56.

Oval port is siren drive

The blue fender is mid 51 or older. All of the police fenders I remember have a notch cut out for the siren drive, rather than a hole, like n your picture.

The oval is correct for '49-'early '51, the notch for late '51 up since the edge of the fender hit in the center of the range of travel of the siren drive.
The smaller hole due to its shape looks to be an exit hole for add on wiring. Perhaps at one time it had National Cycle lighted saddlebag mounting bars on it.

Because the hole in the top of fender has been pressed but only on the left side would it have been for a revolving light.
