.25 volt draw at battery with all wires off switch

I still have my .25 volt battery draw with all the wires disconnected at switch? Also unhooked bat wire from voltage regulator on my 62 FLH?

Not sure what you mean by ".25 volt draw". Could it be amperage you're measuring? Of it is, .25 Amps is a lot of current....
