Can I fit a 1970 Hydraglide FLH fork assembly on a stock 53 Panhead frame without modifications? Would I have troubles with the trees or neck with this combination?

Nope, it just bolts right on, same bearings, cups, trees, and everything.

You may want to drill a hole in the stem if you want your necklock to work.

(Note also that removal of the late locktab with #s on it is a felony.)
