Since I am starting from scratch and the manual is not very detailed, what is the procedure for installing the front brake metal tube to the front drum, the fitting and the seat then the control cable and adjuster and adjustment to the front brake drum activating lever and hand lever.

Install the tube seat and then the tube. Insert the adjuster all the way in (all the threads in the tube), install the hand lever on bars, install cable threaded down through tube and connected at hand lever. Now it gets a bit hinky. You need to loop the cable around the stud on the cam arm, but without making it rotate the cam (or at least very little. Are the shoes new? have they been arced to the drum? When the clamp is tight but before you tighten the large axle spacer nut and the pivot nut adjust the brake to just contact the drum when the wheel is spun(wheel off the ground). Then apply the brake while spinning the wheel, release, repeat, tighten pivot stud and axle sleeve nut while holding the brake on to center the shoes. Tighten the axle, adjust the brake free play, go for a ride.
Rubone - thank you for the details and taking the time to respond
"hinky"-that's actually the perfect word for it!
