Shoud the timing be set on a 1977 shovelhead by using the dot or slash on the flywheel?

The slash, and hold the mechanical advance in the full advance position if doing it statically.

First: Remove the spark plugs the slowly rotate the engine in the direction it runs, CCW for a Big Twin, while keeping your finger over the front spark plug hole until you feel compression. Now slowly continue rotating the engine while watching through the timing hole, the first mark that shows in that hole should be the advance timing mark, 35* in the center of the hole which is 10* wide if you need to vary the timing. Check your points they should be at the leading edge of the narrow cam lobe, I can't say anything about ant electronic iggy. If you continue to rotate the crank the TDC mark will be the next one to show itself. You can confirm this by looking through the sparkplug hole and see that the piston is there at the top of its travel. A zip tie can also be used to monitor the piston travel. If all else fails, get yourself a real Harley Service Manual for your year model, and do avoid the aftermarket manuals like Chilton, Clymer, or Haynes, they have just enough misinformation to get you in trouble
PS: I trust you know to gap your points before doing any of this procedure, and to "force the advance", as Rubone, says to make your final timing setting....
