1949 Harley WL - Clutch Adjustment

Question...
I have a (very poor excuse) of a shop manual, that explains the adjustment of the clutch arm & the measurements of its free play.
Just followed them all.

(Bike up on Rear Stand)

When the Bike is Running....
When the Trans is in Neutral....
When the Foot Pedal is in the Disengaged (Heel Down) Position....
When looking through the Clutch Inspection Cover.....

Should the Clutch spin; only intermittently...?
Or should it be 100% static?
