Fork dampers

Having problems getting the dampers in the tubes,does the damper move the length of the damper tube ,there's a shoulder in the fork tube inch and a half from the bottom, when I slide the damper in the tube there's no room for the lower bushing to go all the way in, can't put the snap ring in,

Strongly suggest you give/afford more detail, year specific tubes etc.

Something ain't right. The valve kit, Harley Part number 46161-49 must be properly stacked, inserted into the counter bore at the bottom of the fork tube, and shimmed to.004" end play with a snap ring. The damper tube, # 46100-48, may then be dropped and guided into place from the top, although these are usually installed together, I am just saying that the tube need not be installed at the same time as the valving kit. There is absolutely no reason that undamaged, and properly stacked parts will not assemble. There is also a "top hap" bushing/seat that locates at the bottom of the damper tube, with gaskets on both sides, before fitting into the aluminum slider.
You do have genuine Harley Davidson published Parts, and Service manuals, and a V-Twin catalog too, now don't you?
If I had detailed pictures of the correct stacking of the valves I would post them here, I sold off all my old stock, so we are SOL in this instance....
