1947 WL Beach racer project

I have a question about the 45" WL axle. I have had the forks checked for straigntness. The distance measurement between the ends are according to the flathead manual are really close 7 7/8" which is 3 23/32 times 2 plus the center alignment rod running thru the center of the stem. dia of 7/16" .

The distance between the rockers is 6 22/32 or 6 11/16". But it looks like I have a gap of just under 1/4" about 3/16" but seems like everything is lining up. is this normal? do I just tighten up both castle nuts on the axle to take up the 1/4" seems like alot.

found the problem.....I need to put the washers between the rockers and the legs.....duh :D
